Publish or update a group announcement

[[OIMManager manager] setGroupInfoDictionary:changes
    onSuccess:nil
    onFailure:nil];

notification is the group announcement and is distinct from the group description in introduction. Pass an empty string to clear the announcement. OpenIMServer performs the final permission check.
